This Conservation Survey for Upper Hadar, was conducted as part of a broad-scale review project initiated by the Haifa Municipality's Conservation Department.

The complex is composed of several sub-neighborhoods established starting in the 1920s. The neighborhood features residential buildings from various periods, public buildings and commercial streets running along the contour lines of the mountain, connecting staircases and alleys, squares, boulevards, and more.

As part of the survey, Conservation Guidelines were formulated for the historic buildings, the urban space, and the landscape elements within the neighborhood.
