A planning scheme commissioned by the Jerusalem Municipality aimed at optimizing the use of public land in the heart of the Kiryat Yuval neighborhood. The area includes built public facilities (schools, synagogues, and kindergartens) alongside a continuous sequence of open, green public spaces.

The guiding principle of the new plan was to add area to existing and new educational institutions in response to the increasing density in the neighborhood Furthermore, emphasis was placed on increasing the green areas within the project. This approach allows for the vertical concentration of various public functions, thus releasing valuable ground-level space for greenery.
